Theories:

• We wouldn't be able to get Divine Art in Sea 3, but Sea 4. Devs are preparing Sea 4 for grand release, and another thing that proves it - Submarine at Tiki Outpost.
• As we can see in the dialog, the NPC says, "Once she’s patched up, we’ll be exploring depths folks only dream about. Think of glowing creatures, sunken wrecks, and traces of ancient civilizations!" Meaning, we'll be exploring new Sea 4.
